SHIMLA 19 March :
Speaker Vidhan Sabha Dr. Rajeev Bindal alongwith Union Health Minister Shri J.P. Nadda met Shri Ananth Kumar Union Minister for Parliamentary Affairs at New Delhi today. He requested for according sanction for establishing the National e-Vidhan Academy (NeVA) at TAPOVAN (Dharamshala) which is essential for successful implementation e-Vidhan.
He said that this would facilitate in imparting training and holding seminars for the MPs/MLAs and officers from all over India for understanding and adopting e-Vidhan process in their respective Legislative Bodies.
He informed the Minister that Himachal Pradesh Legislative Assembly has become India’s first ever high-tech Paperless Legislative Assembly by launching e-Vidhan System on 4th August 2014.
Speaker further informed that a group of officers of Parliamentary Affairs visited Shimla in October 2015 to study the function of e-Vidhan (Paperless Assembly) Project of Himachal Pradesh Legislative Assembly and its relevance to Parliament and other Legislative Bodies. The committee in its report suggested that e-Vidhan application of H.P. Legislative Assembly may be customized and localized for all other Legislatures under e-Sansad and e-Vidhan MMP. The committee also recommended for establishing National e-Vidhan Academy (NeVA) at Tapovan (Dharamshala) under Ministry of Parliament Affairs, Government of India for conducting training and seminars for MPs/MLAs and officers from all over India, he added.
He said that The HP Legislative Assembly has given consent for establishing NeVA at Tapovan, but there is a need of signing a proper MOU between the Ministry of Parliamentary Affairs and HP Vidhan Sabha. He requested for speedy completion of formalities by the Ministry for setting up NeVA.
The Minister heard the request of Speaker and assured of all possible support.
