Terms it entrepreneur friendly and youth-centric

Industries and Labour and Employment Minister Shri Bikram Singh has hailed the Budget 2018-19 presented by Chief Minister Shri Jai Ram Thakur, by terming it as a blueprint of reforms and economic transformation of the State. He said that the Budget embraces all sections of society and makes them equal stakeholders in the progress of the State. He said that the Budget was an embodiment of the hopes of the youth because of many schemes for employment generation.

Shri Bikram Singh, while lauding the Budget said that the decision for simplifications of various procedures for increasing investments. He also hailed the announcement to launch ‘Him Pragti’ an online monitoring system He said that this would be an effective tool to monitor investment and infrastructure progress. He said that the Budget provision of Rs.35 crore for Baddi Brotiwala Nalagarh Development Authority a Rs.4 crore for widening of road between Barotiwala-Mandhala-Parwanoo and Barotiwala-Gunnai- Parwanoo would go a long way in providing a better infrastructure to the industrialists in an industrial area of Baddi, Brotiwala and Nalagarh.

The Minister also thanked the Chief Minister for announcing increasing the lease period of land for industrial plots to 90 years from 30 years as this would instill confidence potential entrepreneurs to invest in the State. He said that decision to reduce Electricity Duty from 4 percent to 2 percent on Small industries and 10 percent to 7 percent on medium industries was also a welcome step as it would also help in the fast industrialization of the State. He also hailed the decision to provide electricity at the rate of Rs. 4.50 per unit for the first five years for new small-scale units.

Shri Bikram Singh said that the Budget also was youth-centric as it contains various schemes for youth welfare. He said that the Budget encourage the development of local entrepreneurship and provide self-employment opportunities. He said that the new ‘Mukhya Mantri Swavlamban Yojna’ announced in the budget was a welcome step as to would encourage local entrepreneurship with an outlay of Rs. 80 crore. He also lauded the announcement to start ‘Mukhya Mantri Yuva Ajivika Yojna’ for providing self-employment to Himachali youth in the age group of 18-35 years in trade and services launched with an outlay of Rs75 crore. He said that the Entrepreneurship Development Programmes announced in the Budget would stimulate entrepreneurship among youth.

The Minister also thanked the Chief Minister for announcing ‘Deen Dayal Upadhyay Gramin Kaushalya Yojna’. He said that the scheme to be implemented with an outlay of Rs. 77 crore, would go a long way in skill upgradation of the rural youth. He also thanked the Chief Minister for making provision of Rs. 100 crore for Skill Development Allowance and for announcing the conversion of all Employment Exchanges as Skill Identification Centers and Model Carrier Guidance Centres’. He said that the counseling of unemployed youth would enhance employment and placement avenues.

Shri Bikram Singh said that the budget provides a strategy for improve the economy of farmers and horticulturists and demonstrates strengthening of measures to increase investments in the State. He said that the budget not only shows the direction towards which our developmental agenda would move but also ensures all-around development of all sections of the society.
